Birthday Ideas

I need your help. I need to come up with a really sweet birthday gift for Jenna. She will be 17 next Saturday. I want to make it original and something she'll remember long after her birthday has passed. Here's the deal. She isn't allowed to see her boyfriend, as his father still hasn't come around to accept Jenna. She doesn't really have any gal pals any more because they have such different lifestyles now. The ladies she works with, whom she adores, are all older with families of their own. She asked me if we (she and I) could go to the mall together, just the two of us. I told her that was a great idea. What I am thinking is this:

She works 6:30a-2:30p that day. After work, she can come home, change and we'll head to the mall. She has a few things she wants to get (a new pair of pjs, some jewelry, some new underwear, etc) that she thinks she is buying but I'll actually buy them for her as her gift. ;-) I would like to take her to dinner (two restaurant choices, one is a grille type place and the other a frou frou italian place) I'll let her choose, OR if her dad wants, we can meet up somewhere for dinner after we're done shopping....

So I'd like to surprise her with something fun and I was thinking of having flowers or balloons or something delivered to her at work that morning. What do you guys think? should I do that or do something else with her in the mall? Or what? I need help with this. I usually suck when it comes to birthday gifts.

Oh, and I have a few left over odds and ends from Christmas that I saved for her birthday, so she'll have a few little random things as well.
